&lt;p&gt;My issue was relating to IIS...&lt;/p&gt;
&lt;p&gt;I did not have .xap application/x-silverlight-app MIME type registered within IIS.&lt;/p&gt;

&lt;p&gt;and shows nothing.&lt;/p&gt;
&lt;p&gt;To test that SilverLight was functioning I set the SilverLining.Web project as startup along with Default.aspx as startup page and it renders as a stand alone web site.&lt;/p&gt;
&lt;p&gt;Is anyone else experiencing this isssue?&lt;/p&gt;
